What the clause is really asking
Development actions (training, audits, projects) determined by supplier performance/risk status. Information to providers must include your full requirements plus the legal requirements and special product/process characteristics, with the requirement that suppliers cascade these to THEIR sources.
What auditors look for
Auditors connect scorecard reds to development evidence, and sample POs/quality agreements for the flow-down content: special characteristics communicated? Legal requirements? Cascade clause present?

How to comply — recommendations
A standard supplier quality agreement covering flow-down, SCs, legal compliance and cascade — signed at onboarding — does most of 8.4.3.1 permanently. Reserve real development effort for strategically important strugglers.
Common nonconformities
Chronic poor performers with no development action; SCs never communicated to the supplier making the feature; no cascade requirement in agreements.
